Does anyone know a place or individual that can trace, solder and repair circuit boards? This speedo/odo is out of my 1992 Toyota pickup. Old age tech is finally showing it’s ugly face.

Do you have schematics?
 
It looks to me that the damage is solely two things:
  1. The GND trace around the edge (which could be repaired with soldering wires in its place to each of the connected components).
  2. The single trace from C5 up to the 2 pins above it (fixed with a single small wire)
Anyone with a decent soldering station could solder wires on for you.

The real question is what made the edges deteriorate like that (besides age, since clearly other parts of the board are fine). My guess would be heat that couldn't dissipate well on the GND power trace, making it separate from the board substrate and soldermask.
 
Not sure what the circle on the 3rd picture (top side) is trying to point out...
 
All fixed up! Turns out a friend of a friend is a EE at AMD and does this kind of thing for fun
