CARB Legal Exhaust Manifold

I have the p0430 bank 2 code and already replaced both sensors and checked for exhaust leaks. I'll do another exhaust leak check, but it looks like I'm going to have to replace the manifold to replace the cat (which is the stupidest design ever). The problem is that I'm in California and it seems like none of the aftermarkets are CARB legal, does that mean I'm stuck buying the ~700 dollar OEM manifold? Has anyone in California found a better solution?
 
Looks like those are both for 2005 or earlier models, and I'm 2006. Using the ARB search tool (Catalytic Converter Database) it doesn't look like there's anything for 2006 to 2009 GXs. I found a place that sells the OEM manifold+cat for $500, so I guess that's the best option for staying legal.

That's the way I would go. Headers (the only other option I would think) on an unmodified engine are a waste of money IMO.
