Can I change the inner tie rod on a 06 LX without dropping the rack?

I went to adjust the toe-in a just-acquired 06 and it seems like some idiot damaged the threads on the jam nut between tne inner and outer tie rods. I broke the connection between the jam nut and the outer tie rod, but can't get the nut to move on the inner tie rod in either direction, which is why I think the threads are damaged. I have it soaking in Blaster, but before I use too much force or crack the nut off, I want to make sure that I can replace the inner tie rod if something goes wrong without dropping the rack. Since nobody has responded, I'll take a guess and say yes. All the racks I have seen you can get to the inner boot, which means with the boot off, you will see the inner tie rod end which threaded into the rack and the tie rod threads into it. Having said that I'll wait for somebody that really knows the answer to it LOL!
Have you tried heat after the PB blaster soak? I've had alot of luck with a small torch heating things up to help the PB blaster work. May be worth a try if you can do it with the boot off and w/o heating too much to damage any seals in the rack. Good luck!
 
You can. I need an inner tie rod replaced and my tech says no rack removal needed. Like a $200 replacement at the dealership, includes part.

Mine is a 99, but should be the same.
