Sounds like this will mainly impact OHV folks and licensed vehicles will remain allowed, and something that will be phased in over the next 3-5 years. Perhaps similar as when Anza Borrego SP banned OHVs back in the '87 allowing licensed vehicles only and allocated only Ocotillo Wells as the OHV area. Maybe they'll carve out a small area for the OHVs. It could be a good thing if it cuts down the overall crowd but still allows 4WD vehicles. All in all I think Anza Borrego SP is a better place for camping and 4wheeling without the OHVs blasting around.
 
From what I have read, licensed vehicle will be allowed along the northern shoreline where a lot of folks like to fish, etc... No off roading in the dunes will be allowed.
 
The concern here is that all voting members of the California Coastal Commission are appointed by the Governor, Senate Rules Committee, or the Speaker of the Assembly, therefore influenced by the current administrations preference or they would not be chosen. This is the same thing as the California Public Utilities Commission (CPUC), and why we have one of the highest utility costs in the nation. So I doubt a fare analysis of the actual impacts will be fully considered since an agenda is already established by the more powerful commission in this case compared to the parks department. This is exasperated by people doing stupid stuff in the OHV areas (breaking rules and thumbing it's nose at the man). This gives easy ammunition to the oppositions cause. I believe more areas will be removed from the OHV inventory in the future as population grows and resources dwindle, while control of the state is with one political group without much challenge or need for compromise and balance in California. Just me two cents for what its worth.
