The profile of a 16.5" rim does not have a raised portion behind the bead of the tire sometimes referred to as a safety bead. The only thing keeping the bead seated on a 16.5 is air pressure.

15s, 16s, and for that matter probably 22s and other crazy sizes have a raised portion that once the bead of the tire is stretched over it- it is pretty difficult to get it back unseated. It can be done by hand, but typically requires a tire changing machine.

So, bottom line, 16.5s are not very conducive to off-roading, ie. if you need beadlocks, you don't want to do it with conventional 16.5s.

BTW, there are a couple of 16.5's that did have good safety beads..
Also, IIRC it is more of a .5 desigination.

19.5" rims do not have safety beads either.
