Are these radios legal?

I was at a truck stop today on I-5 on my way to LA and they had these radios there.
There was no one behind the counter. I wanted to ask some questions... Like "How much power?, Does it transmit on the CB band?, Is a license required?"

Ask him if he sells echo mics, to break the ice. Then if you want to throw the guy for a loop, point to a specific radio and ask him if it is "type accepted" by the FCC.
