Mine disintegrated into powder as I touched it. Salt likely contributed to the issue over the years.

It is a flimsy flat ground strap which connects transfer case carrier (protector shield bolt) to underbody. Center of it is protected by heatshrink but both ends are exposed to elements. It is made out of loose and thin strands of copper.

You can likely purchase replacement from the dealer but I made my own ground wire using 6AWG marine grade tinned cable and couple of new tinned lugs.

Poor ground can cause list of difficult to troubleshoot issues including trouble shifting to 4LO. If you think your actuator is shot check that wire first.
 
Can confirm, mine also turned to dust as I was removing the cage for an oil change. Part of the issue is the factory routing requires a tight bend right before the ring connector, so at the end is exactly where mine fell apart. Also worth noting that the bracket that the strap attaches to is fastened by a single bolt, so the entire bracket can and will rotate as you try to unbolt the ground strap. I think I used a ratchet extension to brace the bracket and prevent rotation since there isn't much space to get tools in there.

I did a DIY home fix with some other cabling which seems to work fine, but it's probably worth replacing for a few dollars while you're already down there. In my case it was unexpected so I didn't have the time to wait.
