I just replaced the steering gearbox on my 60 with good results---except for some unwanted travel (drift) on the highway when it catches something. I adjusted the freeplay, now I suspect the stabilizer or TRE's. 1. Should there be any play in the relay rod? 2. Should the freeplay adjustment be done with the engine running or off?

There should be no play in the relay rod. also a rebuilt steering box should have zero play, and NOT need adjustment of freeplay.

Most likely your TRE ends are shot. you can try turning the end caps of the relay rods in further-those springs tend to wear out.
