alternator/voltage regulator help request

Greetings all,
I am having problems with either my alternator or voltage regulator and need some information and guidance.

I have a 1965 FJ40 with a newer 2F engine (mid-70s if I recall correctly).

I am unable to get more than 12.5 volts out of my alternator. Daylight driving isn’t a problem, but driving with the headlights on at night quickly runs down my battery.

I have:
1) Fully charged the battery, checked the battery, its terminals, and connections. Battery read 12.5 V and holds it.
2) Checked belt tension and tightened. It wasn’t that loose, but I did manage to tighten it a hair.
3) Checked the alternator’s wiring and connections.
4) Conducted a voltage drop test on both the positive side and ground side and recorded 0.0 V and 0.0 V.
5) When I load up the alternator (turning on fan, wipers, headlights, etc.), I cannot get the output to increase accordingly. I am still getting 12.5 V, despite increasing the engine RPMs. I believe I should be getting 13.0 V at the very least.

Attached you will find a couple of picture of my alternator and voltage regulator.

My questions are:
Q1: Should I replace the alternator? Voltage regulator? Or Both?
Q2: With what make and model should I replace them?

Your alt is I think 1980's vintage , same as I have in my 82 and 86. You could have the salt tested at a parts store

But my guess is the voltage reg, I replaced on last year with OEM , think it was $30 from Toyota

You should be getting 13.5+ volts when working
