Access panel for sending unit??

Can anybody tell me off the top of their head if 3rd gen 4runners have an access panel to the fuel tank for replacing the sending unit.......or does the tank have to be dropped?

The first step in the manual is to remove the fuel tank, so I'm guessing no.
