I'm new to this motor so I don't have an FSM - the Taco belongs to my wife's friend. She had her timing belt changed by a local shop that apparently doesn't own a torque wrench. The balancer/pulley came loose and wobbled around for a while before it kicked the belt. The balancer was ruined, but the crank snout looked fine, so I got her a new balancer, bolt, key, etc. When I dropped the skid plate to install the new parts, I saw the picture below (sorry, phone pic in the dark). The old wobbling balancer wore a hole through the lower timing belt cover.

Are there any compelling arguments to prevent me from just slathering some JB Weld on there?

Should there be a drain hole at the bottom?

Can the lower cover slip out under the upper cover? Or would I have to remove all the crap on the top to get it off?
