24 volt trailer issue

Last week my right turn signal and brake light on my military trailer just quit working.

After taking a reading with my voltmeter. I am getting 25 volts to the left light and 20 volts to the right.

I have checked all the connections and cleaned up the ground.

Any ideas as to where else I should look?
