2000 4runner starter problem

I start my 2000 4runner and the starter is slow. voltage is at 12.5 volts. I can start it 3 times in a row (getting slower each time) then it sound like a machine gun , solonoid clicking rapiddly then its won't start. I replaced the battery, same problem. I cleaned the battery cables shiney and put back on. same problem. I can jump from another running car 14.5 volts and it works every time but turn the car off and we go back to the original problem Starter was replaced in march 2010 I also checked both batteries i used, with a load meter OK It seems the magic number is 14.5 volts Help
 
Measure the voltage at the starter solenoid with the negative lead on the battery negative and the positive on the large positive that goes from the battery positive to the solenoid and make sure you don't have a voltage drop along that main battery cable.

With the negative still on the negative battery lug, disconnect the power at the starter from the ignition (small one) and have someone turn the key to start while you measure the voltage at the small wire. Should be close to battery voltage.

Next test the ground cable....put the two leads on the battery lugs, record the voltage. Leaving the positive on the battery lug (may need an accomplice) touch the negative lead to the battery ground bolted to the engine block, voltage should stay the same.

Assuming the battery is good, and all this checks good, it is likely the starter motor.

My bet with all the other stuff being new is one of the battery cables.
Where did you get your replacement starter?
 
When my starter went out it was an intermittent problem. It would start fine most of the time. sometimes it would crank, stop, crank or do nothing at all. Turn the key off and try again and it would start fine. I replaced the starter and have had zero issues since.
