1999 Corolla Won't Turn Off

My friends '99 corolla just keeps running after he turns the ignition to the off position. At first I thought it was the starter contacts but after thinking about it, the starter does not stay engaged.

The only way to turn it off is to disconnect the battery.

I would imagine that it is the ignition switch. Is this serviceable? Can we open it up and clean it up? He lives far from me so I can't take a look and would like to get an idea of what we will need to fix it before he makes the drive.

Could be a few of these that may cause the problem.
1. Does the car have an after market alarm system

2. Have you checked the timing

3.On the Ignition area check to see if the wires are getting crimped..
 
Alternator. I have heard of Toyota's having this problem caused by the alternator, especially aftermarket alts.
