Mine is a 98, cloth interior, heated seats, no sunroof.

15.9k? For cloth and no sunroof? On crack... There was a blue one like that in LA a few months ago for sale.
That price actually seems reasonable for a clean 1999 with less than 100k on the clock. That's about what I would expect it to go for. And it does have a sunroof!
On a separate note, are these running boards supposed to be all black? Mine are gray.

Cloth kicks ass, better butt grab when off road than leather, plus my interior looks 100% better after 14 years in the desert than leather would. (I have a 1999 Mercury with leather interior and it looks like crap.)
That's great. My 2000 is the first vehicle with leather I have owned and with the AZ temps we have had in the mid 90's it just plain sucks. Would replace the whole damn interior if I could cover the cost..
I watched for a clean locked Cloth 96/97 for over a year...before giving up and purchasing an 06. A locked cloth rig in good shape would be worth more to me.
I live in a hot climate...as long as the rear air is on things cool down fast. So far the leather is pretty nice.

Get some SOR Tuff-Duck covers. They're pretty good. I have 'em on the fronts. The kids can suffer...
I had cloth on my '95. It was OK, but the second row tore. Swamp-butt was pretty bad in the summer.
The black running boards do look a little odd. I like leather seats bc I think they're easier to keep clean with so darn many kids spilling stuff on them. btw, I don't think leather has anything to do with a '99 Merc looking like crap

The cloth interior is not as strong as most of you think. It came in basic models so the fabric was not AS good unless you go for the one with back wood interior special edition. The only thing I hate about leather is it's noisy. That's why it was not used in toyotas flagship sedan Toyota century.
