1998 Grand Am engine probs

I'm working on a 98 grand am and I need to get the timing chain cover off. The problem is, I can't get the bolts out for the upper engine mount plate that goes in front of the timing cover. When I get the bolts almost all the way out, they hit the inner fender. I really don't want to pull or drop the engine to get these out. Is there any other way to do it?
 
This is with the 2.4 4 cyl btw.
 
man do i feel for you.....i have a 94 sitting in my driveway with same engine, that i HATE with a passion! i mean i loath this car! have you owned it for very long? sorry i dont have any tips for you right now but i do have a service manual for it and ill check to see if they have any tips....that engine bay is tight. my 2 engine replacements were done by a local competant shop. my engine threw a rod at 170,000 miles second engine jumped time after ~1yr and destroyed valves and pistons, third engine jump time again after ~1yr. never drove hard wife used mostly for work was always well maintained. seemed like everything on that car was a biotch to replace. im ready to strip some electronics off and scrap mine.
 
Looking it up in AllData now.

"GM does not provide any timing marks or information to do the timing chain without the special tools" - bastids

Nothing at all about special procedures to remove the engine mount bracket except the bolts are torque to yield and should be replaced.
