I'm having troubles with my gauge cluster with just half of the instrument lights working. I have new bulbs and only the left side works. The other side has no instrument lights, high beam, and RT turn signal lights. I've cleaned the large round cluster connecter and applied some electric grease. Does anyone know what the white wire that runs to the top of speedo cavity does?
Also, it looks like the circuit board has some damage. Would this cause problems?

It is the ground for all the lights you are mention are not working. If it is broken somewhere you may not have lights.

All the light grounds end up at this pin. So you should have a connection from each socket to this pin.

The white wire is some sort of emissions control but I don't know exactly what it does.
 
I would clean inspect the bulb holders (black knobs). They have to contact the bulb correctly and the circuit board.
