It may be that Scotch-Brite was used for finishing the locks. 3M operations in Japan started in December 1961 with production of industrial adhesives. In April 1966, 3M started abrasive material manufacturing operations at Sagamahara Plant No. 2. The Scotch-Brite labeling may be related to that startup.
