Actually non-US cruisers got the beam flashing from 73.... That's how I discovered there was 2 versions of this part when I replaced mine and lost the flashing.
The US version handles in separate wires front and rear blinkers (I think for some trailer switch option?) while the RoW use 1 wire per side. And my guess is that the connectors were full and they had no space left for flashing beam function so they just ¯\_(ツ)_/¯
