That guy likely knew what he was doing. Get a can of carb spray and peetube wash out every orifice you can find on the carb. Count/write down the #'s of turn to full in on every adjustment. Take the screw out and wash out the hole - inspect the taper on the needle; no rings is good. Put screw back the way you found it for now. You will likely need to set the carb for your altitude later.

Is the gas old? Yes, drain it and use it for something else. No add a yellow bottle of fuel drier anyway. Change the fuel filter.
Check the fluids, timing and valve lash. Go for a hour drive around your area.

Now you are ready to start going threw everything.
 
The only time I ever really touched my Rochester 2 bbl that came on my rig back in 82 was about 2002 and the accelerator pump quit working. Took the top of the carb off and the leather pump cup was bonded to the wall with like a booger of silicon glue. Pulled the cup, lubed it up with neatsfoot oil and put the carb back together. Haven't touched it since. Did buy an heated ultrasonic cleaner and a gallon of carb juice or it.
 
Cruiser Outfitters will have the correct carb kit. That's a great carb, early 70's Aisin with mechanical secondary and ported vacuum advance.

The kits usually come with a crappy rubber plunger accelerator pump, so I usually try to re use the original leather ring pump if it's in good shape. I bet your nozzle is just plugged. A guitar string works great to clear it.
 
I ended up taking the top off the carb, and the rubber was gone off the pump. luckily I have a 72 parts engine so I robbed the leather one out of that carb, and cleaned out the bowl while I was there. it starts and runs a little better now. I need to get it up on the lift soon and see if its got a loose motor or trans mount. it kinda bangs a little when you engage the clutch shifting gears.
