Since the GXP louvers appear to be a bit difficult to find, has anyone considers other OEM louvers? Perhaps the early Dodge Stealth hood louvers? Can anyone think of others?

Be careful on those red ones. If it's the ones I looked at, I inquired about the size, W x L, and it was not the same as the OP used. Might work OK, but not the same as the template. Seems like they were smaller IIRC. John I did find the right ones from another Ebay seller. I think he had several more sets. But they were mucho $$$$ John
Because of the relative "precision" required to properly locate the cut-out in the hood, the "paper template" alone is of [very] limited usefulness.
Looking at the original post, it can be seen that the paper template only serves to locate the holes through which the locator pins go (the "locator pins" that are part of the wood cut-out template). In other words, you really need both parts (paper & wood) to make this method work.
Again, there are probably other ways to locate the actual cut-out in the hood with the needed "precision", but I was unwilling to risk cutting my one-and-only hood in the wrong place... even if it were off by 1/4" it wouldn't be good... and, of course, one would want the vents to be in exactly the same place on each side.
