Roma, Steele wool and some chrome polish it's a temporary solution as most surface rust comes back if not maintained.that thing is looking good! how did you get those wheels looking so shiny?
Working remotely on Jimmy's Cruiser from my garage tonight. Operation Mud Flap Rehab is underway. I'm pretty impressed with the results so far. Here's a before and after shot. Although not the same mud flap, they're from the same set and were in the same condition:

Here's how it was done...
1. Hose wash and nylon brush scrub the heavy dirt off. There appeared to be some road tar on the bracket that had to be scraped off with a razor blade.
2. Wire wheel the metal bracket
3. Vigorously scrub the rubber with 0000 steel wool and simple green.
4. White Krylon paint pen to rehab the letters
There is no rubber dressing, tire cleaner, or oil used on the flap pictured. It's just fresh rubber.
I got a 6pk of Sunkist or a couple rounds of milkshakes if you come do my mudflaps. I can't have you getting drunk on the clock.
Sunkist & Shakes are two of my favorite things buddy. You're on! Here is the finished product:
