Could this be the culprit?

Is that what goes through the front oil seal?
Possibly, but hard to say. Is the front seal leaking oil?
I wouldn’t reinstall that one without installing a speedi-sleeve and new oil seal or new/better condition balancer.

U pulled hb and belts and it still howels? Cam is next. Cam gear walking changing thrust?

Just pulled HB and removed pwr steering pulley.
Same howl.

When I pulled the HB the howling stops.

OK, now I'm confused? I'm thinking it's your Harmonic balancer, they do go bad with time.
