Actually that was an option (dealer option maybe) as you can see in the photo below.

I welded a 3/8" plate to the back of a used bumper, then had it powder coated.

Its the OP of this thread. @powthief19There’s a Mud member who fabricates and sells an 8274 mount that welds to the stock bumper. I can’t seem to locate that thread. Anyone recall who it is?
Yes. My40 had a home brew winch plate that mounted the 8274 higher and overhung the front of the bumper. This was constructed with a large plate that mounted between and bolted to the frame rails. I've since removed this and can take better photos if you want.Can you add a winch and not cut the bumper??
