Passenger rear transmission mount does not look like it's fully tightened. Am I correct?

It's a vibration damper. Not a mount.

That's not a tranny mount. It's a rubber vibration isolator.

The bolt normally protrudes out. It's not loose.

I removed mine when I took the exhaust over the frame and haven't noticed any vibration. The few other threads on mud have said the same. It's just a heavy block bolted to the side of the transfer case.
95 and newer got those. I removed mine.
My 97 has it and it looks exactly like that
