That is 100% correct. I just observed this the other day while installing a refurbed tire rack. Glad the bumper was in place, or I'd be respraying the side of the tub.I think that stopper may be for when there is no tire on the carrier and you swing it full open, the stopper will hit the tub instead of the tire carrier. Just guessing.

Yep. That's where it goes.
It may not be the complete solution (depending on the quality of fit of your door) but it will certainly reduce the issue.

rare part I don't have but would like to have: the rubber cover for the wiper stop switch of upper windshield wipers
Haven't seen one in years. IIRC, it was made of white plastic that turned yellow and crumbled to dust with age.
Just the plastic cover is:

The absurdly low price makes me think it's been long discontinued and that is a very old price.
It could also be gotten as part of the park switch assembly:
