hood hinge gasket look like a dab of silicone
how the rocker pannel look behind the chrome trims ?
rear quarter is starting to show some cracked bondo , bondo cracks or bubble is sign that rust is growing under it

make an offer at 12k and see if you can lower the asking price
 
It isn't restored, maybe refurbished for sale though. I would consider it and if I were in front of the seller I would have cash available to flash to get a deal done today. Start at $8000 and work upward. The get it home and start work on it to make it yours.
 
I hope you didn't get discouraged, a lot of good intel from knowledgable guys here. In my opinion they may have helped you not over pay for that truck. There are some incredible builds on this forum. Not all of us have those skills. Not every truck with a repaint should make you "turn and run". That one was probably a descent truck that someone was flipping, certainly not a resto as compared to some on mud. Most here aren't driving museum pieces. There are some much nicer out there and a whole bunch much worse.
