You don't have to restore to the thing to be able to make it decent, dependable and drive well. There are threads on here where people have wire-wheeled the rust off and painted the whole chassis and axles. Most of that is loose scale-power washer and driving will take loose stuff off. No need to "base line". Can just treat it like 99.9% of the other cars on the road. Inspect and just do what's necessary- don't need all Toyota parts. If parts are still serviceable-leave them alone-even if only 30% of life left. Put a battery in-check underhood fluids-throw some fresh gas in and crank it over. If it needs calipers-just get regular Oreillys-etc. grease it all-chk diffs-axles and pump up the birfs. Any fluids really dirty-change them. Pull and check plugs and cap/rotor/air filter-once it's going-replace only if BAD. Look over everything else-belts/hoses ect. ONce you can drive it some you will be able to make note of whatever else needs attention-noises-CEL- bad tires etc. Mine is same way. Would drive it most anywhere with a few minor maintenance items.

All of us from the rust belt have seen far worse. Don't think restore, think beater. That can be a fun truck to run if your goal is to just use up its remaining life. You will be working on it a lot, and every bolt you touch it going to snap off. Just be prepared.

Does it run and drive? That is really the biggest thing right now.
I found a guy around my area who cleans up the underside of autos using some kind of acid wash and under coats it. Although I haven't used him yet. You can find used doors and hatches in the parting out section. Got a pressure washer?
