I'll jump in, I've had the Cibie, Hella and Kioto headlights. as everything is personal preference...I think I like the Cibie just a tad more than the Kioto. but barely. Osram bulbs for me, no friggin' laser beams or anything. I think mine are the 65/70 in my 60 - I really like them. just a bit brighter but not obnoxious.

I suspect that there's enough "F-U" attitude in the densely populated areas in particular that we've become less likely to flash someone unless it's pretty bad.

The flip side is that I try to only use the Squad Pros on divided highways or where I can see on-coming a long ways out so that I can kill them before they get too close, but I have been surprised. Twice on the last trip I got surprised and as I'm reaching for the Taco's OEM aux light switch the on-coming doesn't flash, they leave their highs on. At which point I'm not sure that I care any more.

I don't think that the Fed stds for headlights in new designs are enforced like they used to be.
I live in the middle of a dense city and the glare problem is almost every single car:

new HIDs with poor factory cutoff
LED bulbs in halogen housings throwing light aimlessly
people cruising around with their high beams on just because they can
5th Gen 4Runner guys (with all the maxtrax, RTUs, etc) with their 100,000 lumen 40" Rigid light bars on for absolutely no reason

I flip on the four 85w halogen 7" PIAAs on my front bumper when I'm passing the worst offenders. Gotta let 'em know who's boss ... who am I kidding, that's not even a lot of light these days.

It's kind of nice the Koito lenses are already e-code, I wish the US DOT would just move towards e-code lighting entirely.
 
I rank the Hella's that I've driven (large rect. only) as better than sealed beams for light placement, but not by a lot. Limited time behind my 7" round Cibie', like them a lot. The Kioto's are installed in a project, no time with them yet. Best ever, so far, were those Polish made, JCW sourced 7" rounds, but they finally gave up after nearly 4 decades and 5 different vehicles. I really liked the Bosch small round hi/lo's, in the top 2 sets of lights that I've used. The Bosch tiny rect. that I had in the '91 Sub were light-years better than the sealed beams that they replaced. They made the truck safe to operate at night.

My first set of Squad Pro Combos was for a truck that had a persistent problem with the headlights popping their breaker. All stock everything. I put a relay kit on it, didn't help, they still popped the breaker. No consistency to when they would pop the breaker. Replacing the breaker didn't help, not even the second and third times. Having my wife scream every time that happened got old really fast. Put the Squad Pros on and she couldn't tell when the headlights did their breaker trick. Whew! No more screaming.
Then I found that there's another breaker not shown in the wiring diagram. It is part of the H/L switch itself. Replacing THAT stopped the problem.
