A smaller hole on each side of that hole, I guess for mounting screws. The hole is only on that corner, not on the other corner (I was thinking maybe turn lights, but they'd be on bogh sides). I've been looking for pics of cruisers to identify what it is for, but can't seem to find anything. Anyone know? If not, I could weld it up, but maybe there's something cool I could use it for? I'm sick of welding. Any ideas? What would you guys do?

Unless you're handy with the spark box, that could easily turn into a warped mess if you try to weld if up.
 
spend the money on a new part and then have to weld on it to make it correct
there is just something wrong with this scenario
 
I’m pretty sure that’s the optional Warn 8274 winch controller plug in for when you want to upgrade to an Albright solenoid and mount it remotely.

All kidding aside I’d contact Topnault and get a replacement!

I think it looks like crap and should be returned or replaced with a good one. Have you talked to the vendor?
 
I would find a nice disk of mild steel (or cut one to fit) and weld it up carefully/slowly with a wire-feed welder, and grind smooth. Because this hole is surrounded by metal, warping shouldn't be a big problem. Tack it in place, and then tack between the tacks, and so on, until it's fully welded. Grind smooth and shine a light behind it to be SURE no light shows through.

By the time they ship you another one and (presumably) charge you a mysterious un-deserved restocking fee, you'll be ahead in time and hassle.
