Yes it would but OP would need the 3F soft hoses and hard pipe....or just get a long piece of silicone intake hose and that would satisfy the requirement.

From my research I was under the impression the 3f carb hat will not work on a 2f in a FJ60 due to hood clearance. I believe it is taller.

I had one in one of my 60s. It's a little big taller but adjusting the closing height fixed that

3F carb hat clears. Requires a taller or modified carb stud.

2F carb hat looks cleaner and has the bolt provisions for a 2F valve cover.
