If like mine, it's a port for a E brake cable/ handle mount.
Oh ok, so part of the estop kit, I had assumed that would connect to the factory handle in some way 🤷🏼‍♂️
 
No, I don't think so. Just a fj60 cable. It looks to be abandoned for his new estop system. I could be wrong, too. :)
That’s what I would guess. Probably worked fine until the jewels got caught on it one day requiring first responder intervention.

It's a button. On the LV I kept the factory handle for the PB on the transfer case, and added a power stop to the brakes on the rear axle. On Pua'a 2, just the power stop operating the 80-series parking brake (rear axle).

You could operate the power stop from the factory handle (most of them have a switch to show the PB is engaged, and that could trigger a power stop) but you would want to add some mechanism to give some resistance, or it would feel 'loose', I think.
