A heat gun and lubricant of your choice isn't a bad idea, but...
These things were never free like the door hinges, especially on the later models which weren't really designed to have the windshield dropped.
Pry the hinges into postion, as best you can estimate, and bolt the windshield back on.

Really? What did you do about the windshield wiper motor? After '73, it's on the outside of the windshield.I know this is off topic but i see no trouble dropping the windshield on later models 40 series , it is designed for that

Man, Kroil is good stuff. The hinge now freely rotates. I sprayed some in there, then padded my vice and locked the base. Used a padded set of channel locks and worked it back and forth a bit. Moves freely now!Warm up the metal add some Kroil.
