Just adding some content to this old thread. My 1984 FJ60 still had an open recall for the gas tank and the seatbelts when I checked a few months ago after purchasing my rig. I talked with a service advisor at my local dealer twice to no avail, finally they gave me the 1-800 Toyota number. I called and spoke with someone for like 30 minutes. After all that they told me I'd get a letter from the dealership because they had to offer a "buy back" due to the seat belt parts being NLA. That was incorrect as it turns out.
No letter for a month and a half. Finally a representative from Toyota Corporate called me... his name is Rob and he's super nice. He said he's the only person at Toyota assigned to follow up on these super old recalls and he has a backlog so that's why it took so long. He let me know that the recall is still very alive for the gas tank but that the seat belt parts are NLA. Rob had to ask me some obligatory questions about buying back the vehicle. Clearly I am not doing that. Then he said he would call my local dealership to see if they'd agree to do the work because some of the hoses required in the gas tank recall are also NLA but that generic bulk fuel hose can be used.
He called me back the next day and let me know that the dealership agreed to do the work and to expect a call from my local dealership. That's where I sit now. I'll report back on this thread with future findings. The moral of the story is this.... as of 1-23-22 the gas tank recall is very much alive and the only part missing is solved for with bulk fuel hose. Go check your rig for open recalls here.... Very helpful list of parts picture from an earlier post. Thanks @John Staton
