Apologizes for my amateurish question.

Looking at my front right wheel hub / drum brake housing; I noticed a small welded piece. Looks like factory welded; but not sure. The left wheel doesn't have it.

Does anyone know what it is?

Looks like the wheel hits it, does it? If it prevents the wheel from seating properly I would not be happy with that.

dunno what it is, but its suppose to be there

my guess is those are late model front drums and i think those were even bigger than the drums used before

while not the same model....its a Cruiser

@Landpimp - thought it must be a counter-weight; but i'm confused why I don't have anything on the left wheel.

That left drum is ballenced well enough to not have a weight attached... The right needs a weight

Just like you can have a ton of weights on one rim/tyre and on three other rim/tyres only a few weights
