I haven’t used any of the modern rust converters, are they temporary measure or do they really work?

If they are worth their salt I’d just hit that with converter before covering again.

Most rust converters create a phosphate layer slowing down the formation of “new rust” and is a great option when you’re addressing an area that’s inaccessible by any other means. If I can grind, sand blast or wire wheel then prep, prime and paint that’s always my first choice on something I care about.
 
Something interesting of note I’ll pass along here too...
Talked to the local paint guy the other day about what I have going on. I mentioned spraying zinc primer in the areas where I’ve been doing metal work with the intention of eventually covering everything with epoxy primer and going from there. He said not to cover zinc (or self etching primer) with the epoxy because it’s not compatible. He recommended keeping the primers separated then spraying over them with primer sealer. I think he then said you could spray epoxy over the primer sealer if you wanted or just go ahead with the paint.

One thing I didn’t clarify was the compatibility of epoxy primer over the rust converter. The can says “paintable” but that’s pretty vague.
