Did you verify it's in the clip by the brake master? That's probably the hardest one to get in and out. Not saying it's not in there but it helps.

Other than that I'm clueless. Have you driven someone else's that isn't notchy and seen if it feels completely different and if theirs has something setup differently or routed different?

Ever find a solution? I just searched up this thread because my pedal is notchy but when I disconnected the accelerator cable to check it, it seemed smooth. Not sure if the problem appears under a load. I'm wondering if the pivot point on the pedal gets notchy under a load? Does it have a bushing that needs replacing? I just swapped the throttle body to check it partly because when touching my old one with someone pressing the pedal down I could feel the notchyness through the throttle shaft. The throttle body I swapped in I cant but pedal does not feel much better.
I replaced mine with new OEM. What a difference from the original one!
However it has returned to its same stiff, push then it moves too quickly.

I had the pedal assy off and it looks perfectly fine.
Greased with silicon grease but no better.

I may bite the bullet for a new pedal assembly.
