Cold is .002" greater than hot. I used the table in this post for reference. When measuring cold they were all in spec except #1 exhaust. However, when rechecking hot they were all a bit too loose, so I tightened them up a bit to match the hot spec.
I do have a set of gauges that have the .002" step up, and they are super helpful. However my .008" gauge comes off a different set that is just flat, and it's all beat up from that one time I tried to adjust the valves on my old 2F with the motor running. It worked, but was more trouble than it's worth.
