Happy to help! It's been a while since I researched this, but I think it's the same Toshiba model across all 08-11 (or even 08-15?) models. This would imply a bad batch of monitors from Toshiba around 2010 that was later resolved.

I have the whine/groan in cold weather, too. It's not related to the clock spring - at least, replacing the clock spring didn't fix it for me!

Notice that the hitch isn’t locked either, so the ball can exit the hitch if it drops down too low. I did this in case I experienced this issue. Last thing I wanted was to be stuck in low and unable to get the tongue jack folded back out.
