To expand on that, I suggest unplugging the trailer light converter to help diagnose the problem. A failed converter can cause really bizarre light behavior in the 100.

The rust is certainly better than I expected based on the vehicles history. However for the price and your location, you can do better and have fewer headaches.
You can't get the timing belt around the pulley and properly align the belt on the crank gear if the pulley is still on the end of the crankshaft. I always check the pulley for bulging/separating rubber or any other damage.

Verify the cams are timed correctly with the crank. Set the motor to TDC (0 degrees advanced) and note the position of the cam gears. Take a picture and share it here. Remember, the timing belt marks do not stay "in time" once the motor turns over.
