Back in the day, it was not unusual for Land Cruisers to be titled with the year they were first sold. Not the year of manufacture.

That's an old number. The correct number is 90947-02A16. Same on both sides. If one is bad the other is not far behind

The head for sure is non-US. If you do not know the full history of the vehicle, it's anybody's guess. Could be the entire long block is a non-US used replacement.

@cruiserdan I whack f@&ked it against the frame when I was installing the power steering pump a couple weeks ago. Now I just have to sit here and stare at it for months just like you do.

Put the jack inside a zip lock freezer bag before storing it. Then fix your leaking quarter window and/or belt moulding.
