Doing a 2FE conversion - cant get fuel into fuel rail (1 Viewer)

Need some help with this one. Fuel gets up to the fuel pressure regulator OK but wont go past. Checked it with a different FPW and it did the same thing. What am I overlooking? My son is checking the actual pressure of the pump as we speak, but it seems to to be doing its job. OK just found out we have more than enough pressure from the pump.

Dumb question but is the regulator directionally specific?
