Found this little beast at a place we were picking up dirt. My thought was to make a little trailer for my rooftop tent. It will Probabaly need some mods but is cheap enough for a start??

Bigger axle and tires
Support to mount the rtt

Looking more into it, I think it’s an old Apache tent trailer.

Agreed on what it was. I think that's a bit light-duty for nearly any use. I suspect you will put more $$ into it than it's worth. If you wanted to build that same trailer from scratch, you'd spend more than $200 in material alone, so it would be a good deal.
However, I would not want to build a trailer like that for anything but the lightest possible use, and definitely not for offroad use. If you're going to buy an axle anyway, just a bit of additional tubing as a frame for the tent would be easy (if you have a welder) and not a lot of money, and result in a lot stronger outcome, IMHO.
