V8 Vacuum advance/emissions question

V8 with an edelbrock carb, PO didn't need to pass emissions but I do. TN 1975 and older are required. I'm close, 7.5 reading on CO (5.0 is allowed). I set my floats, checked my fuel pressure, and have my mixture screws as low and even as possible. New clean air filter 14x3.
Now, my dizzy has a vac advance but it has no hose running to it. My carb has all vac ports capped. I guess high CO is a rich mix or unburnt fuel, will vacuum somewhere help with this. I'm vacuum dumb real bad..

The bottom port on the driver side front is the correct one. Bottom right side in the picture.
 
Are you failing tailpipe standard at idle or at speed? Hooking up the advance shouldn't change idle specs at all (no vacuum at idle, that's kinda the point) but will help a lot at speed.

Also looks like you've got a points dizzy. Proper dwell will have an impact on emissions.
