Correction. Upon closer inspection, looks like a nipple that lets out excess grease. I've not seen that before. Makes sense thoughView attachment 1398001 Crap. Just tightened down the passenger side one and the boot blew out. Yep...grease in that one as I suspected

, I have the same and I have a box with zercs so no problem to replace or use the old one, maybe it is better with a flat bolt to prevent damage?
The bolt is a bit loose if that is what you noticed, don't know if that is a flaw or purpose? It must handle a pressure wash.
They are pre filled and FSM says to move them around a bit and then install (and fill till they blow up a bit) but they don't mention to grease the TIE od, only the RELAY rod.
Bummer if it broke (nipple?) the rubber&spring seal can relieve excess pressure, maybe reuse an old seal for a test drive if it is torn? It seems easier to remove/split again when not driven.
