Nope, i unplug the harness to the combination switch , it still on.
It's very frustrating

Perhaps you covered up the daylight sensor on PS dash.

Yes. I got the 1fzfe manual
There can be a ground 'sneak path' where if you blow the headlight fuse, the headlights will light up (complete a circuit) via some other path. Check your headlight fuses and see if you've got an issue there. Disclaimer: I've seen this happen on Subarus but not on my 100 series.
Not sure if you've same LH & RH side cowl junction boxes in the 1fzfe.
But whenever I hear of strange electrical gremlins. I look for water entry signs, from poor windshield install. Water can run down "A" pillar into electronic, causing all kinds of issues. Typically when they dry, issues goes away. But if not corrected, than often over time, water damage become longer lasting or permanent.

I'd second 2001LC's comment re water ingress into the electronics.
Common issue from either bad window install, or rusty roof rack mounts and/or perished rubbers under said mounts.
I've come back to my car after work, it having sat there all day in the rain, and the battery was dead.
A passer by remarked that they saw all the hazard lights on during the day.
Happened twice, each time after rain.
Also have had water on both the driver and passenger side footwells, coming down the pillars.
I removed the roof racks - with great difficulty - bolts were rusted in, cleaned them out, replaced bolts, and used new rubbers.
It has reduced the amount, but I still get a bit - and it looks like the window was replaced at some point, so that may also be the culprit.

Any electrical issues, I look for signs of 3 things. As first steps in diagnosing:
I first experienced water related issues in a 2000 LX with above and under windshield body rust. I'd get brake light and alarm in certain configurations. Which Toyota has a TSB out on. Requiring RH (foot well) junction box replacement and rewiring points mostly on/to LH junction box. My 2001 LC had this issue when I bought it. Toyota fixed under the TSB free of charge. So I thought this the same issue on the 2000 LX. But than I notice this 2000 LX, did not have issue all the time. That it only happen after washing or rain
I've since found (over the years), various strange electrical issues water entry related. Also read about 100 series and 200 series, totaled after a bad windshield install. One 200 series ( clean low mile) totaled by insurance after dealership billed $10K for diagnostic work, without finding cause electric issue.
I've a thread on inop AC. The mechanic (owner) that brought it to me. Had tried many things to get it to work. He apparently got a great deal when he bought it with inop AC. He took to other shops and AC specialist. History showed it was taken to many different Toyota Dealership, before being sold to him. Most every part of AC system and related parts replaced. It turned out to be a windshield leak. Leak was stop some time before coming to me. But, what I found was oxidation on fuses in the RH junction box. It wasn't so much the fuses causing the issue. That was just a clue of where water was getting to. It was built up oxidation on/at a ground signal point. So even and old water leak no longer leaking, can be the the issue/cause.
One electrical, I found a chew wire and water entry form bad windshield install. Causing electrical gremlins only while raining.
Many I found chewed wires alone the issues. (These do tend to kick-off a DTC.)
Many I found parasitic draws on battery, from after market wiring.
- After market wiring. Any wiring not done at factory. This includes Headrest, rear cargo and drop down DVD players, phone system, etc.
- Water entry, present or past.
- Signs of rodents.
