HORN will not stop untill you pull the fuse?

I Have a 2000 Toyota LandCruiser 100 series and I am having problems with the Horn just going off and blaring for no aperent reason . I have reset the alarm and it does not do any good and I only have the factor Alarm. Can anyone please help me to solve this problem so I don't piss off the neighbors.

Help Horn Blowing?​

I got hit with this problem, it hasn't rained in weeks, I have no water intrusion issues, everyting looks dry.

I parked my car and got out, noticed the fog lights were on, thought that was strange and thought maybe my light stalk was stuck on. Soon as I twisted the stalk the horn came on and wouldn't turn off. I pulled the relay and it was physically warm and the problem stopped. Soon as I put the relay back in the horn hasn't come back on but my fog lights are on. I went ahead and pulled the relay and horn fuse out for now.
