Help me identify this carb part! '87 FJ60 (1 Viewer)

Does anyone remember where this little plastic/rubber collar goes? I vaguely recall taking it off but can't remember where. Can't seem to find it on the exploded diagram, but it came in all my rebuild kits too. (not the accelerator pump boot, the thing to the left of it....just had the boot there for scale).

I seem to remember this going somewhere around the secondary idle shutoff valve? Could be totally wrong. Can't figure it out.

I don't recall anything like that on an FJ60 carb other than the thick O-rings that seal the HAC vents between the Air Horn and the venturi. May have been an end piece of vacuum hose that broke off ?
 
Yeah def none that thick on the carb I rebuilt and nothing off my carb I pulled and hacked pieces from to complete the rebuild. I'd side w/ Spike.
 
Doesn't look familiar to me either. Which carb kit did you use?
 
Could it be a stopper for the choke cable?
 
Looks like goes on the accelerator pump arm... this pic is a US-spec 2F carb courtesy of the SOR website.

**** Disregard the red circle - that is a vac port thing I was trying to figure out.
