I am contemplating how to redesign my rear tire carrier to accomodate my bike rack.
Right now it only swings out a few inches before hitting rack.

Does the bike rack fit into your hitch? If so you could hinge the bike rack to fold down if you need to open up your door.

Pretty sure it can be. Like a Chevy z71 can be.

Yep. TRD package is suspension, stickers, and a few other things. It can be added on 2wd or 4wd trucks. In fact, my 2011 Tundra is 2wd and has the TRD package (and a few others like 10,600 lb tow package :D)
