The PS (VP) belt is lose. It's slipping.

The diagram he posted is handy, but note there is more than one belt routing scheme on the 3FE engines. Meaning, if yours doesn't look like that don't freak out - it likely follows the routing I've attached.

I was able to tighten like 5mm on the VP, now I'm at the max (cf. picture attached), but it's still loose. Where are other options to tighten it? Looks like everything else will be really hard to access, right?

Yeah, the other options to tighten the steering pump belt involve a bit more contortion. Regardless of which belt layout you have, there is some adjustability on the idler pulley for that belt.

However, I'm really surprised that you're at the max on the pump bracket itself. There's a chance that belt is just too darn long. I'd say pull it off and check/replace but I can't remember if that requires taking off the other belts too (which is do-able, just a bigger project).
 
And feel no shame about the noob questions. We all start there. I'm at about semi-noob status right now, depending on the project.
